Britain is accelerating the development of a new generation of low-cost, long-range strike weapons for Ukraine that are designed to operate without U.S. components or data dependencies, reflecting a broader European push to strengthen strategic autonomy in the military domain amid uncertainty over future American support.
Three British-developed systems, produced by defence companies MBDA UK, MGI Engineering and Rotron Aerospace, are expected to undergo further testing in Britain and Ukraine over the coming months, with the aim of delivering at least one system to Ukrainian forces within a year, according to defence officials cited by Bloomberg.
The effort forms part of “Project Brakestop”, a British Ministry of Defence (MoD) initiative launched in late 2024 and accelerated specifically to meet Ukraine’s battlefield requirements. The programme seeks to produce cheaper alternatives to sophisticated Western cruise missiles while ensuring London retains full control over export decisions and operational use.
The missile development effort began in November 2024 after the United States delayed the transfer of long-range missiles, including ATACMS and British Storm Shadow, to Ukraine, and did not authorise their use deep inside Russian territory over fears of escalating the conflict with Moscow.
Therefore, one of the project’s key requirements was the complete exclusion of U.S.-origin components and reliance on U.S.-provided data, as this would allow Britain to supply the weapons without being constrained by American export regulations or political decisions.
A U.K. government official cited by the Financial Times (FT) said Storm Shadow’s dependence on American components like the guidance systems and the U.S.-provided cartographic data had occasionally restricted its use since late 2024.
“We don’t want [permission to use the weapons] to depend on how some negotiations are going,” the government official was cited as saying by FT.
MBDA UK’s Crossbow missile, for instance, relies on the company’s proprietary visual navigation system and excludes American components, while MGI relies on similar technology from a German-U.S. company, Auterion, which said both the navigation system and its supporting data are non-U.S. in origin.
The new weapons are expected to be ground-launched systems capable of striking targets more than 500 kilometres (310 miles) away. Although they are likely to be less accurate and less destructive than the Anglo-French Storm Shadow cruise missile, they would cost substantially less and could be manufactured at a faster pace.
Each missile is expected to cost around 400,000 pounds ($540,000), excluding its warhead, or less than half the price of a Storm Shadow missile, according to British media reports. The weapons are designed to carry warheads weighing at least 225 kilograms, sufficient to inflict significant damage against military infrastructure, though they would not be optimised for destroying heavily fortified underground bunkers.
The programme has advanced at an unusually rapid pace. British officials initially challenged industry participants to develop prototypes within months rather than years, adopting a competitive approach that narrowed a larger field of bidders to three finalists. The systems have already undergone live-fire trials at the Hebrides test range in Scotland.

The British MoD required the systems to be capable of being produced at a rate of at least 20 missiles per month, while separate reporting citing participating companies said output could eventually rise to at least 40 missiles per month within three to four months of receiving orders.
The initiative comes as European governments increasingly seek to reduce vulnerabilities stemming from dependence on U.S. defence technology, particularly as questions persist over Washington’s long-term commitment to supporting Ukraine’s war effort against Russia, as well as Europe’s security as a whole.
Therefore, for Britain, Project Brakestop could eventually evolve beyond a wartime initiative for Ukraine into a model for a broader European market, as governments across the continent seek affordable, rapidly manufactured and politically independent weapons systems capable of sustaining prolonged high-intensity conflicts.
For instance, MBDA, which is jointly owned by BAE Systems, Airbus and Leonardo, said it was working with partners across the U.K. and Europe to build Crossbow, which is designed around a modular concept and relies on both military-grade and commercially available components to support rapid, large-scale production.
Also, the three companies participating in the Project Brakestop have said that if unsuccessful in securing the contract from the British government, they would sell their systems directly to Ukraine or other European countries.
Hence, Project Brakestop aligns well with a much larger European effort to rebuild defence industrial capacity after decades of underinvestment and dependence on the United States.
The European Union’s “Readiness 2030” initiative, for example, explicitly calls for substantially increasing production lines, reducing delivery times for critical military equipment and integrating Ukraine’s defence industry into a broader European industrial ecosystem. The roadmap also envisions greater joint procurement among member states and a defence industrial base capable of supplying equipment “at the necessary scale and speed” by the end of the decade.

At the institutional level, Brussels is already preparing mechanisms to support large-scale defence expansion. The European Commission’s ReArm Europe and Readiness 2030 initiatives aim to mobilise more than 800 billion euros in defence investment, including a 150 billion euro loan instrument intended to encourage joint procurement and industrial expansion across member states.
